LOL, I think it's more that Lex is in a very high and powerful position in the kingdom, really only Kal and few other people have more power than him, so there's a very very small number of things that are denied to him. Bruce is one of those things. And, of course, he might just want to mess with Kal's mind, and messing with Bruce will certainly do that...
That's actually a really good question! This story is perhaps suffering because I didn't know stuff about this universe when I writing this arc that I know now... But I'm thinking about writing a prologue of sorts to this arc, showing Bruce's first days as Kal's slave, and his first meetings with Diana and J'onn and Lex.
